Florida revoked local law-enforcement permits for license plate reader installations in state-highway rights-of-way. Jacksonville then ended its broader LPR program throughout Duval County.
What Florida changed
The Florida Department of Transportation revoked permits previously issued to local law-enforcement agencies for LPR equipment within state-highway rights-of-way. It also stopped accepting future placement requests within FDOT-controlled corridors.
The order is vendor-neutral and location-specific. By itself, it is not a statewide ban on every fixed, mobile or privately located LPR system.
Jacksonville went further
Jacksonville Sheriff T.K. Waters announced that the Sheriff’s Office would discontinue LPR use throughout Duval County immediately. The sheriff acknowledged that the technology had helped solve serious crimes and locate missing and vulnerable people, but cited the state action and community concerns.

A better platform cannot solve an unlawful or unapproved placement. Road ownership, permitting authority and removal responsibility have to be settled before equipment is proposed.
Questions for future deployments
- Who owns the roadway, pole or support structure?
- Which agency has permitting authority?
- What placement and breakaway requirements apply?
- Who pays for relocation or removal?
- Can another lawful location preserve the public-safety objective?
- How will the community govern data after the placement issue is resolved?
The Jacksonville decision also shows why replacement conversations cannot focus on hardware alone. Agencies may value the investigative capability while officials reject the deployment or governance model. A viable alternative has to solve both.
